COBRA
COBRA AdministrationAvailable to clients with 20 or more employees Federal law requires most employers with group health plans to offer employees, their spouses and eligible dependents a temporary period of continued health care coverage if their employer-provided coverage should cease. These continuation requirements are commonly referred to as COBRA (the Consolidated Omnibus Budget Reconciliation Act of 1985). COBRA contains requirements for group health plans to provide continuation coverage to covered employees and their "qualified beneficiaries" upon the occurrence of a "qualified event". Generally, an employer with 20 or more employees must continue to offer coverage in their group health plan to certain former employees, retirees, spouses, and dependent children. The length of continuation coverage offered depends on the "qualifying event." To make your company's FSA a success, we will provide you with: Flexible Spending Accounts allow you to stretch the buying power of your paycheck. With these accounts, before-tax dollars are used to pay for re-occurring expenses previously paid with after tax dollars, such as medical co-pays, dental services, eye glasses, contacts, deductibles and co-insurance, plus over the counter medicines not covered by insurance plans. Tax savings average 30% for every dollar elected into the plan. Net pay goes down on average $70.00 for every $100.00 elected into the plan, so your buying power is increased $30.00 for every $100.00 put into the plan. You increase your buying power by 30% by not being taxed on this money! What kind of Flexible Spending Account should you choose?Healthcare Spending Accounts allow expenses not covered by insurance, such as co-pays, eye glasses, contact lenses, dental benefits, deductibles and co-insurance, plus over the counter medicines. Dependent Care Accounts provide a maximum of $5,000 in benefits to be deferred pre-tax to pay for qualified dependent care expenses. Why not take advantage of these plans? The "use it or lose it" rule requires you to spend the entire amount elected during the year. Unused elections are forfeited. Elections equal to 75% of prior year expenses are recommended. Section 125 PlanBenefits of a Section 125 Plan The pre-tax dollar incentive provided by Section 125 helps both employers and employees control escalating health care costs. Regardless of which type of Section 125 Plan is incorporated in the business, the tax advantages are the same. Savings for Employers Section 125 Plans allow businesses to save on FICA and FUTA tax payments on the money the employees contribute to their premiums. Employer tax savings can average 7 to 10 percent of the employee's contributions.
Example An employer has 50 employees on their medical plan who each contribute $1,200 annually in pre-tax medical contributions.

Section 105 plans are also frequently found inside Section 125 Cafeteria Plans in the form of Medical Flexible Spending Accounts (FSAs). It is acceptable, however, to implement a medical reimbursement plan alongside a conventional health insurance plan (to reimburse amounts not covered by insurance) and outside of a cafeteria plan.
